Director General
Purpose of the Position
The Director General serves as the chief administrative and technical officer of the Civil Service Commission and is responsible for the day-to-day management of the Commission, implementation of policies, and coordination of civil service reforms and human resource management activities. The position provides leadership in ensuring an efficient, professional, and merit-based public service.
Key Duties and Responsibilities
Leadership and Management
Provide strategic leadership and administrative oversight of the Commission Secretariat. Coordinate the implementation of CSC policies, strategies, and annual work plans. Supervise directors, department heads, and staff of the Commission. Promote professionalism, integrity, and accountability within the civil service.
Human Resource Management
Oversee recruitment, selection, promotion, transfer, and performance management processes. Ensure compliance with civil service laws, regulations, and procedures. Support the development and implementation of human resource policies and guidelines. Promote merit-based recruitment and career development.
Policy and Planning
• Lead the preparation of strategic plans, annual work plans, and budgets. • Provide technical advice to the Commission on civil service reforms and organizational development. • Monitor implementation of government human resource management policies.
Coordination and Stakeholder Engagement
• Coordinate with ministries, government agencies, development partners, and other stakeholders. • Represent the Commission in meetings, workshops, and official events. • Facilitate collaboration on public sector reform initiatives.
Monitoring and Reporting
• Prepare periodic performance and progress reports for the Commission. • Ensure proper maintenance of civil service records and databases. • Monitor compliance with approved staffing structures and establishment controls.
Financial and Administrative Management
• Oversee financial, procurement, and administrative functions of the Commission. • Ensure effective utilization of resources in accordance with government regulations. • Support audit processes and implementation of audit recommendations.
